Is average velocity equals to (initial +final velocity)/2

Not always. The average velocity =(initial velocity +final velocity)/2; only if the body is undergoing uniform acceleration or retardation.

 

If a body is accelerated for some time and then decelerates then the above formula will not give a correct answer.

 

So, in general, the above formula cannot be used if the body possesses a variable acceleration.
